Show 00 MAKE THIS A CLEAN CAMPAIGN Under the corrupt practices act of the last legislature Ogden should have the cleanest campaign in Its history. Tho law really requires every candidate can-didate to be a factor in eliminating corruption. Any attempt to use money or to re- sort to undue influencing of voters in any manner ia condemned. Conveying citizens to tho rcgistra. tion places, to prlmarios or to clec tion bootbB is prohibited. The work of ward heelers Is branded as odious. Our advice to the voters Is to sec to it that the law is lived up to and that any candidate or his agents found violating the law be eliminated In the primaries. No one Is worthy of holding city office of-fice who does not subscribe to this new law and obey It in every detail. Here is the law on disbursements during a campaign. "No person or group of persons, other oth-er than tho candidate or his personal campaign committee, or a party committee, com-mittee, shall make any disbursement for political purposes, otherwise than through a personal campaign committee, commit-tee, or a party committee, except that expenses Incurred for rent of hall or other roomg, for hiring speakers, for printing, for postage, for telegraphing or telephoning, for advertising, for distributing printed matter, for clerical assistance and for hotel and traveling expenses, may be contributed and paid by a person or group of persons residing resid-ing within the county where such expenses ex-penses are Incurred, and except that a speaker may pay his actual traveling expenses in going to and from meetings meet-ings addressed by him. "No candidate for nomination or election to any elective office in this Btate coming within the provisions of this act shall make any disbursements for political purposes except the following, fol-lowing, which are hereby declared to bo legal disbursements for political purposes, to-wit: "(1) For his own personal hotel and traveling expenses and for postage, telegraph and telephone expenses. "(2) For payments which he may make to the state pursuant to law on for filing fees to tho proper public of-jficer. of-jficer. "(3) For contributions to his duly registered porsonal campaign committee. commit-tee. "(4) For contributions to his parly ommittee. "(5) For the purposes enumerated in Section 7' hereof, when such candidate candi-date has no personal campaign committee, com-mittee, but not otherwise. "Section 7. No porsonal campaign committee or party committee, or any other political committee, shall make any disbursement except: "(1) For maintenance of headquarters, headquar-ters, and for hall rentals incident to the holding of public meetings. "(2) For necessary stationery, postage, post-age, telephone, telegraph, messenger and clerical assistance to be em-plpyed em-plpyed at a candidate's headquarters or at the headquarters of the committee, commit-tee, Incident to the writing, addressing, and mailing of letters and campaign literature. "(3) For necessary expenses incident inci-dent to the furnishing and printing of badges, banners, and" other insignia; to the printing and posting of handbills, hand-bills, posters, lithographs, and other campaign literature, and the distribution distribu-tion thereof through the mails or otherwise. oth-erwise. "(4) For campaign advertising in newspapers, periodicals or magazines as provided in this act. "(5) For wages and actual neces-ary neces-ary personal expenses of public speakers, speak-ers, organizers, and musicians. "(6) For traveling expenses of members mem-bers of the committee. "(7) For preparing poll lists and for challengers at the polls. "(S) For contributions to other party par-ty or political committees." "Section 8. Every person who shall have any bill, charge, or claim upon or against any personal campaign or I party committee or any candidate, for any disbursement made, services rendered, ren-dered, or thing of value furnished for political purposes, or incurred In any manner in relation to any primary or election, shall render in writing to such committee or candidate, such bill, charge, or claim, within fifteen days ( after the day of the primary, or elec-1 tion in connection with which such ! bill, charge, or claim was incurred. No ' candidate and no personal campaign ' or party committee shall pay any bill, I charge, or claim so Incurred prior to any primary or election which is not so presented within ten days after such primary or election. Provided that the mailing of any such bill, charge, claim or remittance in a registered reg-istered letter addressed to any candidate can-didate or committee, postage prepaid, shall bo deemed a compliance with this section." |
