The city and county can buy materials and supplies ' t cheaper than can the contractors, bid- " ding for a year's supply at a time, ' , and instead of having everybody clam- orlng against public improvement because be-cause of excessive cost, we would then have everybody appealing for im-, I provement on tne cost basis.
