Senator Works favors abolisn- m big the district, but extending the 1$ city limits to the present district k limits. Ho would have congress rule I? the capital city, but give the latter II representation in congress. Heretofore the expenses of the district have been paid half by congress con-gress and half by the local taxpayers. taxpay-ers. Besides thi3, many improvements improve-ments have been installed by special congressional appropriation. Low taxes havo made it easy for unprogressive land owners to hold valuable lots practically out of uso. Thus Pennsylvania avenue, one of the world's famous streets, harbors an array of one-story shacks and ancient residences, interspersed with costly government buildings and fine' hotels. Singletaxers who appeared before the committee argued that an adequate ade-quate tax on land would induce those unprogressive owners to improve their lots or sell them, while the remission re-mission of taxes on buildings would' encourage building. Senator Works gives his approval; to these arguments and contends that single tax would be much easier to administer. |
