It was announced hero tonight that Major General Frederick Funston of the southern department is to lssuo orders or-ders placing practically tho entire Rio Grande country ln tho Brownsville Browns-ville section in the hands of the United Uni-ted States army. It Is understood that tho army will devote its forces primarily to guarding tho border, leaving the policing work in tho Interior, In-terior, except when special troops are needed, to state and county officials. of-ficials. It is understood also that this order or-der probably will work to prevent firing fir-ing across the boundary from the Texas side by armed forces, except tho United States troops. The immediate imme-diate region of the international boundary boun-dary Is to bo under completo control of army officers in command ln this district The purposo is to minimize the danger of International relations from a continuation of fighting across tho Rio Grande, such as occurred several sev-eral times last week between Mexicans Mexi-cans on one side and Texas Rangers and count- officers, aided by American Ameri-can citizens, on tho other. Moro evidence of a widespread conspiracy con-spiracy among Mexicans on both sides of the boundary to try to overthrow over-throw American authority In the border county was turned up by the authorities hero today. A circular letter let-ter was found which ante-dated by three months tho plan of tho San Diego revolution ploL The circular was dated October 1, 191-1. It was sent by a Mexican resident resi-dent on a ranch near Brownsville to Mexicans on both sides of the border, appealing to them to "rise In favor of Carranza and of Independence, because be-cause at tho rate wo are going here wo soon will bo living as slaves of the Americans " The letter promised those answering answer-ing tho call "money and offices provided pro-vided they still live at the end of tho battles " The authorities did not make public the names of the Mexicans Mexi-cans appearing on these circulars. |
