Show oo ii m Military Rule Is Established at j I Border All Civilians Sub- ( I ject to Army Command. f IMPORTANT STEP TAKEN i I Strong Patrol Thrown Out I With Officials Given Free j H Power to Act. I Brownsville, Texas. Sept. S. The H United States array today took tho j H in the border complications of the ; IH lower Rio Grande valley, when an IH order was issued here giving to army IH officers command over the actions of IH the civilians on the river bank, in case of shooting across the interna- j H tional boundary is resumed. H Local peace officers heretofore j have been permitted to participate in j H returning the fire of Mexicans from the other side of the rver. In somo cases these peace officers have pur- H sued bandits fleeing from the Texas side to the river banks and then held 'KM battle with them, across the interna- jH tional line. Hereafter, the army will H attempt to handle all situations, of M whatever sort, which arise on the H Rio Grande. H There Is a double purpose In this. WM The Carranza authorities have an- H nouueed that they believe they can H co-operate better with Americans in ' H suppressing bandits if there Is no di- H vided authority on the river bank 'UM and if they know that they have to IB deal only with American soldiers. mtm Also the army officers have no au- WM thority to make arrests, or do police MU work in the interior away from tho H river, so that in tightening their H river patrols thoy believe they are km taking control at the only place MM where they have free power to act; H namely, within tho Immediate range .M of the international line. H It is expected that further Import- H ant orders, will follow and that the 4H armv with four thousand men avail- H able" in this section can attempt KWM with some possibility of success to JH throw out patrols so strong that Moxi- M cans trying to escape from the Amerl- M can border, or those trying to invado M Texas will have difficulty in trying IH to cross tho Rio Grande.
