There Is published here today a speech made on December 3. by Emperor Em-peror William, at one of the army camps, composed of Germans and Austrians. which he visited on his recent re-cent trip to the eastern front. "You are fighting for a just cause, for liberty, for the right to exist as a nation and for a future of prolonged peace," said the emperor "Even though the war should last for a loug time, we shall not allow the enemy en-emy to have a moment's quiet.
