generali gener ari superintendent to E mr scott Is at the present time in ahls capacity at the oakland pier for he southern pacific and was formerly superintendent for that company with headquarters in this city both of the are expected to take effect on the first of the year this paper is of the opinion that sir bancroft will not b displaced unless he deabre to retire for be is very close homr harriman and is recognized as a railroad man of exceptional ability mr buckingham is also a capable official and is well thought of in ogden superintendent E C manson of the salt lake division of the friction not only with the oregon short line but also with the union depot company the southern pacific officials hava been served with notice of a suit against them by the government in the united states district court at portland ore to collect penalties for their alleged violation ot the safety appliance act passed by congress in 1833 nd subsequently amended in 1903 similar suits have also been brought against other overland roade the act in question requires every train should have a sufficient number of cars so equipped with power or train brakes that the engineer on the locomotive such train can control its speed without requiring beyke men to use common handbrakes hand brakes fop that purpose all passenger trains are properly equipped with air brakes so the act refers more particularly to freight trains the southern pacific has many of its cars so equipped and as rule will not taka a car from another road coming in a through train unless it has air brakes the suit there
