"It was obvious to us that the fault was not in the plant or mechanism," said Colonel Kaighn. "but in the operating op-erating room we found a great many girls under 18 years of age, who wore entirely incompetenl to give, proper service These girls, I some instances, in-stances, were mere children, reccjving from 25 to 40 a month The committee commit-tee will report its findings to the cpm mittee on public service and utilities, which in turn will make its recommendations recom-mendations to the board of governors.
