Show REBEL TELLS GRIEVANCE Gen. Zapata Says Made- ro Has Not Kept His Promises Mexico City, Sept. IS. General' Zapata, the robol leader who 1b threatening to attack Mexico City, gives his reason for his uprising against President Madoro in a statement state-ment forwarded to the Herald from his camp In Yautepec, Morelos. He 3ays; "So that the people, of the United States may know why the revolution is going on against Madero in southern south-ern Mexico I mako this statement. "1 charge Madero with making promises to reduce taxes to lnduco the people to follow him agalnBt Diaz. He has kopt none of these promises. I charge him with promising to increase in-crease the taxes on large estates so that the owners would have to cut them up and thus give the poor man a chance to buy little farms. He has not kept this promise. "I charge Madero with ignoring the men who helped him to win, and with putting into places of trust seventy-three seventy-three of hiB relatives I demand that Madero resign the presidency: that he and his family leave the republic forever. for-ever. The government mist not give them a cent on which to go. for the Madero family has had enough of th government money. "I do not want the presidency, but f do demand an honest election at which f will agree not to be a candidate. candi-date. Immediately on tho election the laws nniFt be revised from top to bottom so as to give the poor man a chance. 1 have IS. 000 men under arms in IS states of Mexico, while Pascual Orozco, with whom I have no connection, connec-tion, has control of two states, making mak-ing twenty states under arms.
