For the second sec-ond time within a decade, New England Eng-land may claim the birthplace of the treaties that make for world peace, for It may be "that the French aibl-tratlon aibl-tratlon treaty will be known as the treaty of Beverly. Just aB the pact between be-tween Russia and Japan was known as the treaty of Portsmouth, It was intended that the arbitration convention should be signed In Washington Wash-ington and Indeed hope has not yet been abandoned that this may be the case. But events are shaping so that it would not be surprising If tho delays de-lays arising In the closing days of tho negotiations should make it Impossible Impos-sible to conclude them before President Presi-dent Taft leaves for his summer home in Massachusetts. Although the British government, has already practically given Its assent as-sent to the treaty it is the wish of the President anrl Sftnrntnrv R'nnv that this Important agreement be given giv-en a truly international character, which can be had only by the adherence adher-ence of more than two of the great powers. This desire has been made known to tho French government and Ambassador Jusserand, now in Paris, is laboring to Induce his foreign office of-fice to give- its assent to the adherence adher-ence of France. If it is assured in the 'immediate future, it Is entirely I possible that the ceremony of signing j the treaty will be deferred long enough j to enable JusBerand to hasten to America Am-erica to place his name on It. The i President has shown much interest In the subject, and ho is desirous of witnessing the conclusion of the treaty. |
