Show Council, board discuss power; jobs swapped for Mr. Top's Restarautnt. -referred to the city's insurance carrier a claim made by a person alledging she was injured on city property. -okayed a request from the In- termountain Society of Artists that they be given permission to use a portion of thei city park to display their wares during the Shakespearean Festival. -declared July 18-23 as Home Fire Safety Week in Cedar City, Members of the city council Thursday Thur-sday swapped departmental assignments assign-ments and assured the Cedar City Electric Utility Board they would apply for Intermountain Consumer Power Association membership (ICPA) as soon as the utility board made such a recommendation. A discussion of the council's attitude towards municipal versus private power and the importance of fairness in studying the issue was followed by the board assuring the council they would "move with haste" toward conducting a planned public opinion survey. The survey would guage the city resident feelings toward the feasability of the city purchasing an electrical distribution system. Policy due The council also promised a policy in two weeks to deal with those owners affected by the foundation failures in the Highland Park area. Members of the Red Hills Homeowners Association asked the council to assign a "staff person" to aid the group in finding financial assistance. The group further requested the council to consider direct financial aid by offering to abate building license fcr water and sewer connection fees and in the rehabilitation of abandoned building lots. The council accepted the resignation of Assistant Chief of Police Ken Blackner and authorized the Chief to recruit a new member to fill the vacancy. Blackner has been with the force for 10 years and has been in charge of scheduling all shift assignments for the department as well as serving as assistant chief. Subdivision problem The city manager and city engineers were authorized to provide necessary engineering assistance in establishing grades and construction specifications but placed major costs of utility and road development on land owners of subdivision property just north and west of the high school. The council said the subdivision was accepted in the 1940's before current policy was in effect. Lots have been sold with the understanding the streets were dedicated to the city, with the city standing the cost of street development, develop-ment, the council said. "Current policy is to require land owners to take full responsibility for all development costs including engineering, design and construction of streets and utilities," the council added. ad-ded. new assignments In making new assignments, the respective councilmen and thier departments are: Jack Whiting : Public Works-streets department, waste collection, airport, waste disposal and flood control. Gordon Slack: Public Safety-police department, fire department, animal management and airport security. Leslie Burbidge: Parks and Recreation-cemetery, golf course, city park, city recreation, and the swimming poool. Robert L. Stratton: Public Utilities-water Utilities-water department, sewer system and sewage treatment plant. Arlo Larson: Administration-city office staff, building coordination, accounting, engineering and inspection. in-spection. In other action, the council : -instructed the city attorney to provide assistance to the cheif of police in fighting a lawsuit claiming police negligence was involved in an assualt case within the city jail. Beer License Okayed agreed to lease to a cable TV operation a plot of land near the west storage tank for use as a relay station. -approved a beer lisence application |
