Cooke, director, Utah Industrial Development Develop-ment Division. The newly specific goals for the establishment of a formal office of Minority Business Development. "With the establishment of a state office of Minority Business Dervelopment, we hope to be able to increase the potential for minority businesses on a statewide basis," stated Mr. Espinoza. An Advisory Council is also being formulated which will consist of business, community, and minority representatives who will serve in an advisory capacity to the minority office. Mr;. Espinoza holds a B.A. degree in Business Management from the University of Albuquerque. He has experience as a savings and loan counselor as well as in management and public relations. Before coming to this new position, he has been Procurement -Specialist for MEDCU dealing with purchasing agencies, government procurement agencies, state city and county purchasing offices. created position was established to provide immediate im-mediate assistance to minority business owners and to begin the groundwork for a more formal office of Minority Business Development within the Division. "We see an ever increasing in-creasing need to have a specialist in the area of minority development to respond to the numerous requests for technical assistance we receive from small businesses throughout the state," staqted howard Bird, coordinator of the Business Development Office. Mr. Espinoza's responsibilities respon-sibilities . will include , providing technical and management assistance to minority business owners throughout Utah and coordinating co-ordinating the utilization of the services within the Division and other public and private agencies.
