Show City Needs Support Cedar City Corporation has taken an important step, one that probably could do more to beautify Cedar City than anything undertaken in a number of years. It is the move to establish a Special Improvement District that would constitute the development of curb-to-curb street oiling in an entire section of the community. For years the city has attempted to improve the streets and establish sidewalks, curbs and gutter with curb to street oiling on a yearly budget program seeking cooperation of property owners on a voluntary volun-tary basis. Certainly this would be the most acceptable method meth-od of , development, but it has not proven to be the most practical method. There are, however, some isolated instances where property owners have banded together to have an entire street developed. We cite the residents of 400 West from 200 North and those of 1400 West from 200 North . Through a desire of these property owners to have such a development it has been possible for the city, in a cooperative effort, to complete those streets, and they in turn are show places for the community. Other streets in the past have had similar success. But the process is too slow and too many property owners have failed to cooperate in other areas, making mak-ing such an improvement impossible. - ' Through the initiation of the Special Improvement Improve-ment District, the city can, if the community will approve the measure of a forthcoming election, complete com-plete the program in the designated area in a single sin-gle construction season. We believe that such a move has become imperative impera-tive if the. community is to keep pace with this much needed community beautification and improvement program. It's true that property owners will still be faced with footing the bill for their respective portion of the project, but the city, in turn, will be able to move ahead with speed rather than at a snail's pace, hit and miss program limited to available annual funding. fund-ing. During the next several weeks residents within the designated special improvement district will be given specific information and notice of the city's proposals and later on will be given futher opportunity opportuni-ty to express their views at public hearings, which, by law, must be held. We hope that property owners will seriously consider con-sider the proposals and voice their cooperation in the program so that this project can move forward rapidly and effectively in order that the program can move forward this year. With the cooperation of the residents the southwest south-west portion of the city and a section of the East side, will be completedthis year. The Special Improvement District affords the City the opportunity to go forward with the project and for property owners to meet their portion of the cost on a long-term basis. It appears, from past experience, that if such improvements im-provements are to be accomplished, we must support the Special Improvement District proposal of the city. |
