Show COMMENTS The paragraph in our last week's "Comments" pertain-. pertain-. ing to the roughness of Palawan's Pala-wan's Main Street brought a letter to us from the District 5 Office of the Utah Department Depart-ment of Highways, over the signature of C. V. Anderson, District Engineer. The letter is very informative informa-tive as to the cause of the condition of our Main street, and we express our thanks to Mr. Anderson for straightening straighten-ing us out on this matter, In fact we are going to make it our "COMMENTS" for this week for the purpose of enlightening en-lightening our readers on the Highway Department's side of the problem which we have. It is as follows: Editor Iron County Record Dear Sir: I would agree with your comments regarding the condition con-dition of the Parowan Main Street and perhaps it is the "roughest stretch of road in the whole western area." I cannot, however, agree that it's condition Is not the fault of Parowan City. In 1967 the State Highway Department spent in excess of $8,000 to resurface re-surface 3200' of Parowan's Main Street and did an extensive exten-sive amount of work on the Parowan City street system under a Cooperative Agreement. Agree-ment. Although there were rumors of a pending sewer system project, we were informed in-formed that it's start was "quite some time in the future." fu-ture." Shortly after this Parowan Paro-wan City took out a license agreement with the State Road Commission of Utah which allowed them to cross this State Highway at various locations with their sewer line. Many suggestions were made by this office as to what mignt be done to lessen the impact on Main Street, however, how-ever, these suggestions were ignored as they constituted a larger initial expenditure. As a part of this license agreement agree-ment granted to Parowan City, Parowan agreed to numerous stipulations regarding protection pro-tection of the highway. One of these stipulations reads as follows: "The Licensee shall be liable lia-ble for any damage which may result to the pavement due to failure to properly compact com-pact the backfill. The material mater-ial used for backfill must be of a suitable granular nature." na-ture." These problems can be corrected cor-rected prior to the 1971 oiling season, when this department would be willing to spend additional ad-ditional money on this section of highway. ANDERSON District Five Engineer EDITOR'S NOTE: We are not publishing the above letter, let-ter, to start an argument between be-tween Parowan City and the State Highway Department. We do it to give another side to a bad problem, and with the suggestion that the two governmental agencies cooperate coop-erate in improving a bad situation sit-uation as soon as possible. The way it looks to us now, the Parowan Main Street will Be. a part of Highway 91 for at least two years and maybe three. As Mr. Anderson says by cooperating with his department, de-partment, this problem may be' corrected by 1971. |
