UP&L Asks For $17.2 Million Rate Adjustment deficit in the Energy Balancing Account should be cleared by December this year. Utah Power & Lijht is asking the Public Service Commission for $17.2 million it claims it needs to reflect the changing prices of electricity the power company itself buys. The request includes $328,000 the company must collect from ratepayers to pay for the state's investigation of the UP&L coal operations. The company is seeking an increase in-crease of a little more than two-tenths two-tenths of a cent per kilowatt hour, or about $1.50 per month for a typical household customer. UP&L says the application is not for a general rate increase. The rate adjustment is said to cover only a special account created five years ago to handle the frequent fluctuations fluc-tuations in the regional and national prices of energy. It includes such things as fuel expense and the cost of power purchased from other utilities. The account, called the Energy Balancing Account, is monitored by the compnay and regulatory agencies. When the utility shows a positive balance in the account, as it did in 1983, rates are lowered temporarily. When the account shows a deficit, as it does now, rates are raised temporarily.
