TYROLIA Chicago Tribune Service A controversial Finnish film critical of the Soviet Union has become the first ever to be banned in Finland. Born American, by Finn Renny Harlin, tells the story of three young Americans who capri-- . ciously cross the border from Finland to the Soviet Union. They soon find themselves under attack by Soviet soldiers and hauled into a brutal Gulag prison. "The head of the censorship board told me that my film might hurt relations between Finland and another country, said Harlin. "Obviously the other country is Russia. In addition to the common border, Finland shares with the USSR strong economic ties and a 1948 treaty of friendship and cooperation. Finnish censors also recently balked at showing Rocky IV," in which Sylvester Stallone takes on a Russian heavyweight, but the film recently was approved for public viewing. Born American stars Mike Norson of American ris, the action movie star Chuck Norris.
