Officials at the technical college one of nine colleges and universities controlled by the regents have taken a neutral position on the proposal. The skills center provides programs for disadvantaged adults. "For the past 15 years, the skills center has been an integral part of UTech. It has earned national recognition for its programs of meeting the needs of disadvantaged adults while part of UTech," she said. "I and my colleagues on the Institutional Council of UTech believe these actions create administrative confusion and duplicity, introduce fruitless additional costs at a time when the state of Utah cannot even fund current educational needs, and weaken g Control Skills-Cenl- er different from that of area vocational centers, which are governed by the state school board Area vocational centers, she said, were created to meet the vocational education needs of high school students Conversely, the skills center caters to disadvantaged adults, although it offers classes leading to high school graduation for students who didn't finish high school. Dr Burnside said the skills center role is compatible with that of UTech, which is charged with providing educational and community services in all phases of employment preparation and assisting disadvantaged and handicapped students. Norm Bangerter for appointment to the Salt Lake County Water Conservancy District. Mayor Embley suggested during the council's study session Tuesday night that the council Thursday reiterate the nomination of former mayor Gerald K. Maloney and City Manager John D. Newman to serve a three-yea- r term on the county water board. Former mayor Maloney is the incumbent member on the board, having served three years. The conservancy district board is composed of 10 members representing eight divisions within the district boundaries. Two of the districts are composed of cities and have two repWest resentatives on the board Valley and Sandy. A gentlemans agreement in this city requires one member to be appointed from recommendations submitted to the governor by the city and the second from recommendations from the Granger-Hunte- r Improvement District, whose boundaries coincide with the city. Both West Valley and Sandy submit two names directly to the governor to fill the position. The governor makes all appointments because the conservancy district includes land in Utah County.
