Show I Engineering Firm Hired For Hydro Plant Study LOGAN (AP) Logans Municipal Council has agreed to employ the firm of CH2M-Hil- l as phase-on- e engineer for a proposed hydroelectric plant in Logan Canyon. The firms bid was $80,000 for the preliminary engineering work. Depending on the size of the plant, the total cost has been estimated at $6 million to $8 million. Mayor Newell Daines told the council that the firm, which has offices in Boise and Salt Lake City, was recommended by the citys Power Procurement Board. The project won't go far until a feasibility study determines how much flow is legally available and by that time we should have an idea of the direction the Intermountain Power Plant is going, Daines said. Logan presently is committed to 60 Pad megawatts of IPP power. But Dames has been investigating ways to offset what he says is the citys overcommitment to power from that source. If we are forced to take our full 60 megawatts of expensive power from IPP, it may not be economically feasible to build the hydro plant, even though that power would be much cheaper," Daines said. He said he has learned there may be areas on the West Coast where the city might sell almost half its IPP power. He said he supports Utah Power & Light Co. in its efforts to have the IPP plant reduced in size. Members of the Power Procurement Board have said Logan should be able to get 8 to IQ megawatts from the canyon site.
