She refused to identify any of the politicians. "From what I hear Hannibal is (10 percent negro," she said. "That's probably why we hear from white people in Hannibal. Whites have little rights when there are so few in a community." The mayor, however, says only 7 percent of the town's 1S..X11 residents are black. A Dozen Sympathizers? Nell estimated a dozen Hannibal residents, at most, sympathize with the klan. "The people don't want the rally here period." he said "I'm not as concerned about our locals as I am about people coming in, the police chief said. "We're just trying to play the rally on such a low key that maybe it won't happen. "Maybe it will rain," he said. Lyng has heard many complaints since he granted the klan permission to use a downtown park for the n rally. Lyng said he is torn between a heritage and a duty to uphold the Constitution. "It's been disturbing to me in one respect to explain the First Amendment to so many people, said Lyng. These figures have led a number of members of Congress, who would like to cut the federal deficit below Regan's projections, to take a hard look at the 80 percent of entitlement programs not aimed at the poor. The biggest of these is Social Security, which Reagan exempted from cuts in his 1983 budget. Reagan wants to defer any decisions on Social Security benefit levels or financing until a presidential commission reports on these issues in a report due in January 1983 after this years congressional elections. There are several possible ways to save money on this group of programs, including reducing benefits or raising the retirement age. But the one that is getting the most immediate attention is to freeze, reduce or delay the cost of living increases which these beneficiaries receive.
