Show 'No rubber stamp on plan ' DESERET NEWS, THURSDAY, MAY 13, Piute readies annex petition County studies Title 20 A citizens committee plan for expenditure of $1.3 million in 1977 federal Title 20 funds will be studied not rubber stamped. Salt Lake County Auditor Gerald R. Hansen said Wednesday. The committee, the Title 20 Advisory Council, was formed in February under federal mandate to weigh the needs and merits of scores of public and private social services agencies in the county, and to allocate federal funds accordingly. Late Wednesday, the recommendations were made public at a meeting attended by the auditor, county commissioners and social services director Karen Shepherd. By the end of the meeting, it was evident that at least a few of the 24 agencies tagged by the committee for a slice of the federal pie will be disappointed. For example, officials questioned whether the countys three mental health centers should get 43 percent of the $1.3 million, while the financially ailing Community Corrections Program would receive only $38,000 when it needs $50,000 more than that to survive past August. Harvard R. Hinton, deputy lieutenant governor, was asked Wednesday by Piute r Bobbie Bamson County about the deadline for submitting petitions to have the measure put on the November ballot. Hinton said Section of Utah law requires that the majority of legal voters in the area desiring annexation to an adjoining county petition both comity commissions. This must be done by the first Monday in June which is June 7 this year. Hinton said the commissions are bound to place the measure on the ballot at the next general election. Ms. Shepherd implored officials, particularly the auditor, to respect the carefully formulated recommendations of the committee. She refused to openly criticise or defend the recommendations, finally agreeing only to provide her own opinions when the auditor seeks them during his analysis. Clerk-Audito- Ms. Shepherd argued that after months of hard work, the committee is the only body with a real view of the big picture as far as the needs of social service agencies are concerned. Hansen said his office will study the committee plan and return with recommendations within a few days. Commissioners have a week to agree on which agencies should receive the 1977 funding and then those recommendations must go to planners at the state level where they will be incorporated into the state Title 20 plan. Money is to be distributed from Washington July 1, Ms. Shepherd said. As it stands now, 20 percent of the $1.3 million would go to private social service agencies. Among them are the Head Start Program, Rape Crisis Center, Marmalade School, Planned Parenthood and Multiple Sclerosis. Among public agencies recommended for Title 20 funding are the county Meals on Wheels Program, Youth Services Center, Family Planning and the Detention Center. 11 A police officer noticed marijuana plants growing in the window at 949 E. 200 South and arrested two apartment occupants Wednesday.
