New UEA Legislative Package Submitted; Spending Boost Asked SALT LAKE CITY (UPI- )In an effort to hold all groups responsible for educating young- sters accountable for their actions, the Utah Education Association has come up with a legislative package aimed at preventing teacher contract crises. In addition, the UEA is asking that there be a "telescoping ceiling" on the value of distribution units. This, McCarthy said, would motivate schools to hire the most effective teachers, instead of the most inexpensive ones. There were no reports of casualties or serious damage from the tremor. President Ferdinand E. Marcos warned of the possible outbreak of an epidemic in the wake of the typhoon and urged Manila residents to temporarily leave the beleaguered city, much of which has been without electricity and drinking water since the storm struck Thursday, for the countryside. The parade itself began promptly at 9:30 a.m. with the color guard unit from the U.S. Naval Reserve detachment leading the way. Outstanding floats sponsored by Leven's and Mary's Beauty College came the parade, in a sleigh sponsored by Sil's Sea Food Grotto, was Johnny Whitaker, star of the Family Affair TV series. Fire from the American ships and planes sent the trawler, believed to be North Vietnamese, fleeing toward the coast. It discppeared from U.S. radar screens, and a Navy spokesman said it was certain the Communist vessel sank. No U.S. casualties were reported in the sea battle, but the minesweeper Endurance suffered superficial damage, a Navy spokesman said. It was the first time since February, 1969, that a Communist vessel had been sunk off South Vietnam's coast. Official U.S. reports made no mention of aircraft losses, denied that populated areas were attacked and said there was no truth to Hanoi accounts that the planes bombed camps in North Vietnam housing previously captured American pilots. Defense Secretary Melvin R. Luird, in a Washington statement, said the raids were in retaliation for North Vietnamese attacks on unarmed American reconnaissance planes flying over Communist territory. One such plane, an RF4C Phantom jet, was shot down Nov. 13 and the raids Saturday were not entirely unexpected. Radio Hanoi said the raids began at 2:30 a.m. Saturday (1:30 p.m. EST Friday). The Soviet news agency TASS, in a progress report, said "all the systems onboard" the craft are functioning normally and it carried out its mission during a one hour 55 minute communication session with its earthbound controllers. Lunokhod also transmitted television pictures of the moon as it was maneuvered into a "parking space," TASS said. The craft apparently made no bold forays into the lunar landscape, as it did Friday when it travelled 82 yards in four hours and 25 minutes. The agreement reached in a meeting under supervision of the head of the Arab truce team came after a week that Senate has approved a $19.2 billion money bill for health and labor programs a half a billion dollars more than the administration asked. The package was approved unanimously, 78-Friday after the Senate added $168.5 million for a variety of antipoverty and health programs. The $19.2 billion package now confergoes to a Senate-Housence committee. Negotiations will have to work out a compromise with the $18.8 billion fiscal 1971 appropriations bill approved by the House. The House exceeded Nixon's request by only $65.2 million. Calvin L. Rampton. The new speaker of the house will be Richard C. Howe of Salt Lake City. Howe has served six terms in the house and is a practicing attorney. C. Demont Judd of Weber will be the Democrats' new majority leader and is expected to be a forceful figure in the 1971 legislative session. Mrs. Millie Oberhansley of Salt Lake City was named Democratic whip and Robert 0. Bowen, a freshman representative from Spanish Fork, will serve as assistant whip. It is the first time the Democrats have had the position of assistant whip in the house.
