Is there a difference between what is authorized for people on temporary duty and those permanently assigned in the use of military vehicles? Those are important questions. Misuse of government vehicles is a serious offense and subject to severe penalties. It is Air Force policy to enforce stringent controls on the use of government vehicles. How can we help? First, let's define government vehicles as blue, yellow or green registered vehicles that you see on base and Air Force rented vehicles whether from the General Sendees Administration or a commercial agency. Government vehicles are for official use only. They can be used only on tasks required to accomplish the mission. Air Force Manual Volume I, paragraph states, "Government vehicles will not be used for transportation to, or be parked at commissaries, base exchanges (including all concessions, bowling alleys, officers' and noncommissioned officers' clubs) or any nonappropriated fund activity unless on official government business or when the user is TDY." The last sentence is the key. The Civil Engineer might park a government vehicle there for a legitimate reason: for example to repair plumbing at the commissary. Likewise, the base veterinarian could legally park his government vehicle at the commissary or club ' when he conducts official routine inspections. There are also several instances when permanent duty personnel are authorized to use government vehicles off base. Examples include household goods inspection, chaplain office business and supply pickup and delivery. l-7- your help. When you see a government vehicle that seems to be illegally used or parked, call the Fleet Management Section, Vehicle Transportation Division, Ext. 76837. Provide the specific time, date and place of the observation and the vehicle registration number. Then the fleet manager can investigate and take action if the vehicle is being used illegally. Incidents reported to the fleet manager are documented and forwarded through the base commander to the unit commander owning the vehicle for investigation and corrective action. Only the fleet manager can determine unauthorized use of a government vehicle. If everyone helps by identifying suspected cases, we can save the Air Force money and put a stop to illegal use of government vehicles. For ex- ample, TDY personnel billeted obyse may officially use government vehicles to travel from the base off-bas-e to the motel and to restaurants near their motel or between the base and the motel. . Those billeted on base may drive off base in they must eat during uncommon hours or if for required special dietary or personal items.
