Show Three major problems discussed at school board meet gered index wherein after a specified number of years the only advancement that could be made would be for that teacher teach-er to gain additional educational educa-tional credits and move into a new lane which would extend President Ray S. Whiting stated that the purpose of the Nebo School Board meeting, July 2, was to review the bids and tax anticipation notes for 1969-70; to review the status of teacher negotiations and to discuss the disposition of some carpet being stored at Spanish Fork High School. Supt. Reidhead discussed the status of the tax anticipation bond bids in light of the new developments with the law regulating reg-ulating interest, wherein school districts were unable tc borrow money for an interest rate in excess of 5. Reidhead went into detail explaining the action and the efforts being taken ta-ken by the state superintendent and the Governor in their meetings meet-ings with Utah State Banking Association and had through these efforts instructed the district dis-trict superintendents to review their tax anticipation needs and in light of an increase in the payments to the districts from the state uniform school fund, ask what the minimum amount that each district could get by with and still meet their obligations. obliga-tions. Coffman, seconded Lynn Crook that the assistant principals at the three high schools be allowed an increase to $400 per year as was submitted in their May 23, 1969 letter and that the increases in-creases to the drama and forensic for-ensic teachers and the increased increas-ed allowances to the coaches be held for further discussion at a later meeting. Reidhead discussed with the board some developments develop-ments that had come about through their reorganization and in his attempt to meet the board's directive in holding or cutting back on the administrative administra-tive staff for Nebo School District. Dis-trict. He pointed out that there had been three positions completely com-pletely eliminated and that in the case of Robert Evans, the half time teacher and half time music supervisor for Nebo School District, it had been requested re-quested that he hold to the present position that he held last year in this supervisory-teaching supervisory-teaching combination. Mr. Evans Ev-ans indicated that he felt that this was unfair, that he had been given the idea that he was to be made a full time music supervisor this coming year and that this promise had been delayed for three prior years and that he was not willing to hold on this another year. Supt. Reidhead discussed with the board the possibility of using some of the carpet being stored in the basement of the Spanish Fork High School to meet their needs for carpeting carpet-ing of the Grant School in Springville. This carpet being stored at the Spanish Fork High School was purchased with the intent of using it to replace worn areas and keep the carpeting of the Payson and the Springville High Schools in good repair. Whiting asked Dr. Sorensen and Superintendent Reidhead to investigate the best possible use of this carpet The superintendent brought to the attention of the board his findings with regards to John Spark's request to purchase pur-chase the parking lot property near the Springville Middle School in Springville. It was pointed out that Mr. Spark's intent wa sto use this property to construct an apartment house. Glenn W. Cofffman, seconded Dr. William oSrensen that the request of Mr. Sparks be denied de-nied at this time and that the clerk-treasurer be authorized to advertise this proptry again for sale with the stipulation in the bid that they idicate the purpose pur-pose that the land is to be used. Contest In connection with the observance ob-servance of Pioneer Day, Thursday, July 24th, KSL-TV and radio and the Springville VFW Post 5787 is sponsoring a flag flying contest in Springville. A $200 prize is offered the city which has the most flags flying during the day based on percent of population. The prize money will go to the city. In view of the developments that had transpired, the superintendent's super-intendent's recommend a t i o n was that the original bids of First Security Bank and the Bank of Spanish Fork be rejected re-jected and recommended that the tax anticipation notes in the amount of $750,000 be re-bid re-bid for not less than 90 days and not more than to June 30. 1970. Lynn Crook seconded Dr. J. Robert Hogan that the bids of June 9, 1967 from First Security Secur-ity Bank, Spanish Fork Branch and the Bank of Spanish Fork Branch of Zions First National Bank, Spanish Fork, be rejected rejec-ted and instructed the superintendent superin-tendent and clerk-treasurer to call for bids for tax anticipation anticipa-tion notes in the amount of $750,000 for a period of time not less than 90 days with the maximum time being June 30, 1970. Voting unanimous. Supt. Reid head discussed with the board the status of negotiations with Nebo Teachers Teach-ers Association to date wherein where-in they were requesting in lieu of the approving of the matser contract agreement which had been previously presented that the board bind themselves to the current district's policies and agree to work towards the adoption of a master agreement in the future. They also restated re-stated their position relative to the adjustment of assistant principal salaries, allowances for drama and forensic teachers teach-ers and an increased allowance for coaches. They have agreed to consider an alternative salary sal-ary schedule to be prepared by the superintendent. Supt. Reidhead Reid-head discussed the possibility of three alternative proposals for a salary schedule, one would be considered the stag- beyond the point of a bachelors to a certain point and stop and then be necessary to take additional ad-ditional classes to go to the next lane to proceed on down the salary schedule. Number three final alternative suggestion would be to set up the beginning begin-ning salary at approximately fifty-four hnudred with a slight increment for the first three years and then set a revised index at the fourth year and proceed with this index on through to the twelfth year. Motion: Dr. J. Robert Hogan, seconded Dr. William H. Sorensen Sor-ensen that the superintendent proceed" with his alternative salary schedule recommendations recommenda-tions and continue negotiations with the Nebo Teachers Association Asso-ciation in attempting to arrive at a settlement on salaries for the 1969-70 school year. They also moved tp adopt the current cur-rent district policies and with the recommendation that a study be made of the master agreement and work toward mutual adoptoin of some master mas-ter agreement in the future.
