Show SPE lecturer to speak Feb. 1 6 in Vernal Dr. Arthur E. Lewis will speak to the Uintah Basin Professional Chapter of SPE plus the Colorado Northwestern Community College student chapter of the Society of Petroleum Engineers in Vernal at the Dinaland Country Club and Golf Course on Feb. 16. Social hour will be at 6:30 p.m. with a prime rib dinner at 7:30 p.m. The lecture will follow. Cost for this will be $15. Dr. Lewis is an SPE Distinguished Lecturer for the 1982-83 year. The Society's Socie-ty's Distinguished Lecturer program is funded by SPE and the Doherty Fund. Drawing for the door prize will be held after dinner. The public is invited to attend. Oil shale ( the Green River Formation) has the potential to produce millions of barrels per day of shale oil for centuries. An established industry is, almost certainly, cer-tainly, both technically and economically feasible. Problems to be overcome in establishing an industry are complex and include technical development, economics, public policy on land use and water development, and other institutional institu-tional problems. Dr. Lewis believes that it is time to establish an improved institutional in-stitutional framework to make possible a more certain, more rapid and still wise development of this resource.
