Sealed proposals will be received at this office until 2:00 o'clock P.M. on Septem. ber 12, 1972 for the follow, ing described work' Phase I to be completed in 1972 consists of the following: follow-ing: Constructing a bitumin-out bitumin-out membrane (6' wide) t seal edges of granular base around the perimeter of the runway, taxiway arid parking park-ing apron (15,700 L.F.); reshape re-shape the shoulders (25' wide) and existing shoulder drain ditches; constructing a mixed in place bituminous leveling course averaging 3" thick over runway (6,900' x 150'); taxiway (475' x 75') and parking apron (200' x 400'); marking runway and taxiway. Phase n to be com-pleted com-pleted after Phase I and be. ; fore July 1, 1973, consists of the following: constructing a 2" mixed in place bituminous bitumin-ous surface course over all paved areas; sealing the paved pav-ed areas, marking the runway run-way and taxiway; and modifying mod-ifying the threshold light lenses, len-ses, according to the plans on file in the office of Coon, King & Knowlton. 2. Proposals will be publicly pub-licly opened in Grand County Coun-ty Courthouse at or about 2:00 o'clock P.M. on September Septem-ber 12, 1972, by the. Grand County Commission. 3. Instructions to bidders, specifications and forms for contract and bond, together with plans and profiles, when - prepared, may be obtained ' at Coon, King & Knowlton, 1055 East 3900 South, Salt ; Lake City, Utah. 4. The successful bidder vvill be required to comply with all applicable Federal labor laws, including the minimum mi-nimum wage rate decision of the U. S. Department of Labor. 5. The proposed contract is under and subject to Executive Exec-utive Order 11246 of Septemi ber 24, 1965, and to the Equal Opportunity Clause. 6. The Grand County Commission Com-mission in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat 252 ; 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Re-gulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation Transpor-tation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively affirma-tively insure that in any contract con-tract entered into pursuant to this advertisement, minority min-ority business enterprises will be afforded full opportunity oppor-tunity to submit bids in response re-sponse to this invitation and will not be discriminated against ag-ainst on the grounds of race, color, or national origin in consideration for an award. 7. . The bidder must supply all the informatiori required by the bid or proposal form. 8. The right is reserved to reject any andor all bids. Bid bonds will be accepted hi lieu of a certified check. 9. A contractor having 50 or more employees who may be awarded a contract of $50,-000 $50,-000 or more and subcontrac tors having 50 or more employees em-ployees and who may be awarded a sub-comract of $50,000 or more will be required re-quired to maintain an affirmative affir-mative action program, the standards for which are contained con-tained in the advertised spe- cifications (41 CFR 60-1.40). 10. (a) A Certification of Nonsegregated Faoilities must be submitted prior to the award of a federally assisted as-sisted construction contract exceeding $10,000 which is not exempt from the provisions provis-ions of the equal opportunity clause. (b) Contractors receiving federally assisted construction construc-tion contract award exceeding exceed-ing $10,000 which are not exempt from the provisions of the equal opportunity clause clau-se will be required to provide pro-vide for the forwarding of the following notice to prospective prospec-tive subcontractors for supplies sup-plies and construction contracts con-tracts where the subcontracts exceed $10,000 and are not exempt from the provisions of the equal opportunity clause.
