Show CUTLER SLAPS j SENATE'S FACE Appointments That Were Twice Turned Down by Senate, Are Once More Made by the Executive. As was expected, Gov. John C. Cutler Cut-ler used his prerogative as Chief Executive Ex-ecutive of the State of Utah and gave recess appointments to William .t. Lynch and W. D. Candland " on the State Board of Land Commissioners, after th ese had been twice turned dowi by the State Senate. Another appointment that was made in the face or the wishes of the people, as expressed by the Senate, whs that of Harry S. Joseph on the State Industrial School board. In spite of the opposition opposi-tion to Col. H. M. II. Lund, he was appointed ap-pointed as Assistant Adjutant-General. After the Senate committee investigated investi-gated the land office a few weeks ago it returned a finding that Lynch and Candland had not violated the lajvn of the State, but were guiltv of unprofessional unpro-fessional ethics while m office. The committee held also that while Harry S. Anderson, a clerk in the office, was also engaged in practices contrary to the ethics of the office, although not unlawful, the members ,of the board, knowingly disregarded them and refused re-fused to take any action. Anderson resigned. re-signed. The following is the proclamation of the appointments by the Governor: j Whereas vacancies exist In appointive offices as follows: Adjutant general of the National Guard of Utah, assistant adjutant ad-jutant general, two members of the State Board of Land Commissioners for the two-year term, and one member of the Board of Trustees of the State Industrial Indus-trial school for the four-year term, and Whereas, the constitution and the law make It the duty of the Governor to fill such vacancies by appointment; I Now, therefore. T. John C. Cutleif. Governor of the State of Utah, do hereby make the following appointments: As adjutant general of the National Guard of Utah. Colonel E. A. Wedge-wood. Wedge-wood. Salt Uake rounty. As assistant adjutant general. Colonel 11. M. H. Lund. Salt Uake county. I As members of the State Board uf I.ano Commissioners for a term of two years, William J.
