Percival finishes his last year's water main contract, be will not be allowed the contract for this year, although he was the lowest bidder. He also bid on some of the unfinished work. The Board of Pnblie Works, without , authority, released Percival from , the work, according to the opinion of the City Attorney. Upon this the Council based ita decision. Percival bid this year is an advance of nearly 30 per. eent from last year's. The price last year for six-inch mains was 90 cents a foot, while this year it is $1.47..
