WASHINGTON. - June I. Congress finished another war ttk wtth real action today, disposing of four Important Impor-tant emergency measures. The sonata paaaed the Itt.OOO.OO food production bill. Tha senate adopted the conference reports of the. 11.140,000,000 war budget bud-get and the tl40.000.000 civil bills, appropriating ap-propriating funds for ths army-navy establishments, and miscellaneous government gov-ernment propositions. Ths diouse passed the war risk insurance in-surance bill, appropriating 160.000.000 for Insuring officer and sailors manning man-ning American merchantmen during President Wilson retains broad powers pow-ers for carrying on the proposed emergency emer-gency shipping program under ths war budget bill finally agreed upon. The shipping provision la substantially substan-tially ss passed originally by tha sea-ate. sea-ate. . The conferees made one change In the bill authorising army approprlo-tlona approprlo-tlona for soldiers "who will be free from the service four months after peace la declared, or as aoon thereafter there-after as transportation facilities can be secured. Under tha food bill passed by the I senate, there Is s provision authorising authoris-ing the president to close arm in exchanges ex-changes In case of urgent need, when those exchanges are found to be dealing deal-ing In futures of wheat or other necessaries nec-essaries of life. The house haa adjourned ad-journed ever Monday and Tuesday, but the senate wlU meet Monday to begin discussion of the preferential rail bill authorising the president to stipulate what products shall have preference in Interstate and foreign oommeroe. The measure also prohibits interference with commerce. On the ground that It is a subterfuge for antiatrlke legislation leg-islation many opponents of the bill are planning a vigorous fight on It. |
