Show 'SECOND SOUTH PECM D3SCUSS PAVING P1ATTER Residents- of East Second South street criticised each other last even-Ins;, even-Ins;, ln-a meeting- Jield at the Twelfth ward meeting-house to protest against asphalt being- laid on that street, as has been contracted for by the City Council. Many' of the persons present declared de-clared that macadam should be used, while some were. in. favor of no im--provements whatever. It was charged that the residents had been given . a sufficient time to 5 protest in, and that they had failed to do so, and that when the contract had been awarded they were ready to register reg-ister a kick. A resolution was Introduced by lea-dor lea-dor e Morris calling for the resignation of Counctlmen Davis, Mulvey and Black, "because of their, inability or indisposition to represent an honest, loyal, taxpaying community." The resolution was treated as a Joke and later withdrawn. Charles C. Crane was chairman of the meeting, at which about forty residents res-idents of the street were present. He declared that a petition asking that macadam be used had been signed by property owners, representing 6188 feet, more than one-half of the frontage, front-age, and presented to the City Council, Coun-cil, but that the petition had been ignored ig-nored by that body. He asserted that 90 per cent of the property owners were in favor of macadam. He also declared that a legal firm had been consulted and asked a retainer fee of $200, and if it was necessary to flro- to court, the protestants could, pay what tney thought it was worth. "W, J. Halloran took exception to the remarks of the chairman and declared that 90 per cent of the people were not in favor or macadam. He asserted assert-ed that fifty-two property owners, or about 400 feet more than the necessary neces-sary one-third, had signed a petition asking for asphalt last year, and that that was the time in which to have registered a protest. He declared that he thought some of the property owners own-ers did not want paving at all. He declared that under former . Mayor Morris the City Engineer prepared an estimated assessment of $18 per foot. Now the assessment Is IU from Third-East Third-East to Sixth East, and $8.75 from Sixth East to Tenth East. He further fur-ther asserted that Mr. Crane showed a disposition to stop Improvements. Mr. Crane took exceptions to the remark and denied that he had shown any such disposition. On the motion of Henry Conn an assessment of 5 cents a foot on abutting abut-ting property owners was passed. It was seconded by Isadora Morris. The money is to be used to oppose the pav- ' ing of Second South street with as- 1 phalt. The assessment roll was put in J circulation at once. |
