Show i PRESIDENT TELLS ALL f Message to the Senate on f Subject of Dominical I, Trouble. WASHINGTON. Feb. 16. The me3-fa;e me3-fa;e frcm the President transmitting to the Senate a protocol of an agreement agree-ment between the ITnited States and the Dominican Government, providing for t the collection and disburssment by the T'nited States cf the customs revenues ! cf the Dominican Republic, was today ordered made public. The Senate went into executive session ses-sion immediately after morning business, busi-ness, at which 'firr.e this action was t taken. The message is of n?arly 4.VH) words and was read in full to trie- Senate. It ' is largely a discussion of the rights and I duties of the T'nited States under the 1 Monroe doctrine and the President says the protocol affords a practical test of the efficiency cf the 1'nited States Gov ernment in maintaining' the doctrine. . In beginning his message the Presi dent says that conUitior.s in San Do-s Do-s rr.Sngo have bc?n growing steadily ii worse for many years and debts have been contracted beyond the power of the. Republic to pay. Certain foreign countries, he says, have felt themselves aggrieved because of the non-payment . of debts due to their citizens, and have f. feit that the only way they could ever fget any guarantee of payment would be by acquisition of territory or taking 'f ' charge of the custcrir. affairs of the Republic. It Is pointed out by the President that the Monroe doctrine would prohibit any foreign Government from stepping in. and he says that those who profit Uy this doctrine must accept certain responsibilities re-sponsibilities alcyig with the rights it confers. i- |
