Show FOURTH PRECINCT VOTE VIRTUALLY UNCHANGED; PREPARING POR CONTEST Upon the plea of Councilman Hartenstein. Harten-stein. the City Council last evening, sitting as a board of canvassers of the election returns, took up the official count of the Fourth precinct first and finished totaling the votes in that precinct pre-cinct ."before adjournment. ' Fernstrom tried to stop the procedure by asserting that the method might tangle things up. but for the first lime I in many months the Councilmen refused to listen to him. The President of the Council appointed appoint-ed Councilmen Preece, Wells and Black as tellers for the canvass. A number of American party men were present to watch proceedings. Thev wjre S. P. Armstrong, secretary of the American city committee: W. Mont. Ferry and Perry J. Anson, American Amer-ican candidates from the Fourth precinct; pre-cinct; C. J. Crabtree, Councilman-elect from the First precinct; Rudolph Alff, Auditor-elect, and 11. J. Dinlnny. The canvass failed to shake the nine majority held by Hartenstein. Buck-waiter Buck-waiter gained five votes In the Forty-flrfct Forty-flrfct district: Alff one in the Thirty-eighth Thirty-eighth and five in the Forty-third. The total for Tuddenham was shown to be 1347 Instead of 1387, giving him 17 majority ma-jority over Anson. The Socialist vote totaled 64. Work was begun this morning preparing pre-paring a suit to contest the election of Hartenstein and Tuddenham In the Fourth precinct. The law allows forty tays In which to file a court proceeding calling for a recanvass of the ballots. An investigation in several of the districts dis-tricts is being carried on and next week the evidence will all be in shape to be presented In court.
