We believe those legislators made a grave mistake who enacted the law which fixes midsummer as the time for taking the school census. Certainly, they could not have given the matter much thought, else they would have foreseen the obvious disadvantages of enumerating the school population at a time when a relatively large portion of the school population is absent from the city. Thero is no denying that, during the weeks of highest temperature, many hundreds of families are spending their vacations in the' canyons or in other spots where there is promise of cool breezes. Whilo this exodus, widely speaking, is not large, it is a material item when taken in connection with the enrollment of school children. Enumerators, finding a family absent, ab-sent, are expected to acquire their data from neighbors or from relatives. What a system! This year the school census is an important im-portant and far-reaching registration. Not only are the returns expected to show the number of American children of school age within the district covered, cov-ered, but also complete information is to be gathered concerning aliens up to 45 years of age. This information is to be used in connection with the plan of Americanization adopted by the government. gov-ernment. Whilo the enrollment of adult aliens possibly will not bo much affected affect-ed by the unfortunate time chosen for school census work, still many of these, too, are now absent who would be present pres-ent for personal contact at a more suitable suit-able time.
