Carlos carefully placed a forefinger on his brow and thought and thought. Then he hied himself to the city council, told his sad tale and unfolded his invention. He asked the city council to order that Ranzo's rooster be confined in a coop with a low-brow roof. "A rooster cannot crow unless he can stretch his neck," said the inventor. in-ventor.
