It lias been decided that if the state shall bo unable to otherwise meet cash requirements for road purposes, the, money will be borrowed from the land board and the loans discharged through later sale of the bonds, which were issued is-sued during this, vear for highway construction, con-struction, but whichwero not placed on the market at the time of issue in order that the public pulse might first be felt. Tho present determination to withhold the bonds is the result of this quiet inquiry in-quiry as to conditions. Jn order to reduce expenditures in road building, it is thought that tho labor of (Jeriuan military prisoners interned in-terned at Camp Douglas will be utilized util-ized in addition to the help afforded by the convict road outfits. Governor Bani-berger Bani-berger has received word from Washington Wash-ington that there would be no objection to the use of military prisoners in this work, although employment of the interned in-terned men by private parties on .farms is forbidden. |
