CITIZEN'S IN MOOD TO TAKE LAW IN OWN HANDS t Police Commissioner on a Vacation; Vaca-tion; Subordinates Seem ' to Be Helpless. ' NEW YORK. Aug- 3. The remarkable remark-able scries of crimes in this city J rn which women and children nre the objects ob-jects of attack, shows no sijjn of abating. abat-ing. During yesterday two such attacks at-tacks were reported to the police and today one additional case has been brought to public notice, that of a young east side girl, who was attacked by n miscreant while passing through the hallwnj' of the house that held her own home. Scarcely an arrest of importance has been made, and the police confess themselves as "completely baffled. Detectives De-tectives who have studied the different cases differ as to the probable perpetrators perpe-trators of the different crimes. Some incline to the belief that the assaults nre the work of one man, one who has the mad animal instinct of the London and Berlin "ripper." Others combat this theory and point to the widely -separated poiuts in which the primes occurred and the different methods with which final murder was accomplished. No one can explain, however, why there should be such an epidemic of fiendish crimes in (his city at this time. Ready for Mob Rule. The alarm is widespread and there has been a marked decrease of the number num-ber of women nnd children upon the streets at night. Even' little Ftrect incident is magnified and a mob quickly quick-ly assembles. In sovern 1 instances men have been attacked by the crowds and, whether rightly or wrbnglj-, have been severely bentcn by the people. The temper of the feeling is shown by letters which have heen received by the newspapers suggesting vigilance' committees and protective associations. Some adverse comment has been caused by the fact that Police Commissioner Bingham has gone away on a vacation at this time, but he has explained that he has done all he could to catch the fiend or fiends, and that he will return to the city in case his presence is required. The list, of victims who have met death in this wave of crime has reached five, three 3"oung girls and two women. A score or more have been attacked. |
