Show IRRlfA TION I IN THE WEST Congressional Delegations From AridLand States Again Confer on Matter 1 Meeting Held Last Night at Which the Bill Prepared by Senator Hansbrough Was Taken Up and Discussed at LengthSenator Warren Resents Criticism of Irrigation Press i fT 1 TRIBUNE SPECIAL f j Washington Dec 9 The adjourned I meeting of Western Congressmen to consider and frame an Irrigation bill orasJfcld in Senator Warrens commit d teeroom this evening Mr Warren In I tho chair He started the bal rolling by reading n rough draft of a bill he had prepared embodying the Ideas of the members from all the States interested In-terested Senator Dubols moved that the meeting proceed to take up and construct con-struct a bill that shall provide a general gen-eral reclamation fund from the proceeds pro-ceeds of sales of public lands I Mr Ncwlands ot Nevada moved Ineffectively i In-effectively that the points heretofore l mentioned In these dispatches be taken up in regular order Senator Dubolss motion was then put and prevailed Mr Newlands then moved effectively that lands sold from January 1st be included in-cluded He also moved that educa cuca tional lands be excepted and that such appropriation be made from the general gen-eral treasury IIANSBROUGH BILL I was then decided to proceed with J the consideration of some one bill Senator Sen-ator Hansbroughs measure S F 695 was taken up first This bill affects only States having arid or semiarid lands and provides that sale proceeds I from the fiscal year ending June 30th Il of this year shall be appropriated for the purposes oC irrigation The bill covers all fprms of irrigation works for storage diversion and development of waters and for examination survey construction and maintenance of irrigation irri-gation works The administration of the law Is left largely to the Secretary of the Interior Discussion was had on the question of having State Engineers make all examinations ex-aminations surveys etc preparatory to reservoir sites or having the Government Gov-ernment do this work under State regulations upon the advice of State Engineers WARREN RESENTS CRITICISM Senator Warren took occasion to roast a certain critic who had charged that a coterie of Wyoming Congressmen Consess men wanted to push the States control con-trol bill in order to have large tracts ceded to certain corporations He resented re-sented the intimation that there IB a Wyoming coterie formed to steal tracts of public domain Senator Hansbrough disclaimed any sympathy with such newspaper criti cism by Irrigation press to which Mr Warren referred Mr Hansbrough wanted all reference to State Engineers Engi-neers left out of the bill under discussion discus-sion He moved that Mr Shafroths draft authorizing the Secretary of the Interior to get Information from State Engineers be adopted and this idea was accepted Adjournment until tomorrow evening was then taken Western States were represented by Senators Kearns Dubois and Deitrich and Representatives Newlands Sha froth and Mondell |
