Show INDEMNITY i NEGOTIATIONS Greed of ilndividual Nations Maya Cnu May-a ITnilure I 4f11irntn March 9I Is feared her lhat the negotiations at PekIng respecting Indemnities may fall owing to the greed of individual nations Mr RockhJII our special commissioner who has been IncJos communication by cable with the State department has nothing but discouraging reports to make o this Important branch of the neg latons I appears that the Ministers Min-isters cannot agree upon any uniform basis of Indemnity ENORMOUS FIGURES In most cases the powers contend for the right of fixing their own Indemnities Indemni-ties The result Js that each power In order not to bo outdone fixes the total of Its claims Is at an enormous figure far beyond anything known TO the history of Indemnity collections When the point Is made that the sum total of these national claims Is far beyond the ability of China to pay some of the nations reply by professing profes-sing n willingness to scale down their claims as soon as the fact of Chinas Inability Is manifested However a another precaution the same nations natons promptly adjust thnir claims so that the scallngdown process If I applied would still leave them with a total Indemnity claim at least equal to that of any OC the other nations ATTRACTS MUCH ATTENTION < The difficulty encountered In passing this point In the negotiations Is at tracIng more of the attention of the officials here than the threatened col lision between the ales at Tien Tsin which by the way thus far has not been the subject of a report to the State department from Mr Rnrkhlii ihonos there Is beli rClI l reason to believe that some of the Enibassadors here have made It the basis of unofficial conferences with the Secretary of State |
