Show COMMERCIAL WARFARE In the debate in the senate last Fri day Senator Morgan declared that the tariff bill now before that body marked the entry of the United States upon a I fierce and uron relentless terce relente s commercial war fare with the rest of the world I I is to be feared that he spoke only I too truly Long before i has become a law numerous protests from friendly countries have been made against I And the protests have been strong and vigorous I they are not heeded II heed-ed as i is almost certain they I will not be it is but natural to suppose that the governments making II I them will retaliate by enacting such laws as will discriminate I wi against the products of the United States And when once such a course is entered upon i will be useless for this government govern-ment to invoke the most favored nation clause of its treaties for there is nothing noth-ing easier in the world than to place two constructions upon the same instrument I in-strument and then to carry on a dispute dis-pute for years and years as to which Is the proper one I Not only this but where a country I adopts a commercial policy against which almost all nations protest if i persists in adhering to It those nations I I are going to seek new markets in which j I tO bum as Well as to selL Such a nnll I I encourages that very competition which is its avowed object to avoid Not only this I also engenders national na-tional dislikes and jealousies that did not exist before and which may in time become active enmities Commercial Com-mercial warfare Is only less to be deprecated I dep-recated than physical warfare |
