Show czr II THE TARIFF BILL SPECULATIONS AS TO WHEN IT WILL BE COMPLETE Republicans Certain That it Cannot be Much Longer Delayed But the Democrats Are Not So Sanguine Washington June 26The Republican Repub-lican tariff managers are very hopeful of being able to complete the consideration consid-eration of the tariff bill in the senate by next Wednesday night a result which would bring the end in the senate sen-ate within the present month They are led to this conclusion because the Republicans have adjusted most of the differences and sea their way clear to the settlement of others The Democratic tl g td ceJ I cratic leaders do not concede the possibility pos-sibility of so early a conclusion They 1 generally place it a week further on or about the 7th or 8th of July but admit that the end may come by Saturday I of next week Of the problems still unsolved by the Republicans lead ore coal iron ore gypsum tallow and a ft > chemicals chem-icals are giving the most trouble but there Is no doubt of an adjustment on all of these which will hold the full party vote The disposition is to hold to the rates at present fixed on lead I and iron ore with the Intention of mak ing changes in conference The rate on Canadian coal will probably be advanced ad-vanced to Gi cents per ton The advocates of a high rate on lead ore apparently are prepared to meet their opponents half way in conference confer-ence and accept a rate of P4 cents The finance committee has practically practic-ally decided to abandon the proposed tax on bank checks which at one time was so favorably considered and also the increase of 44 cents a barrel in the beer tax and the change in the tobacco taxThere j There Is some difficulty in the judiciary judic-iary committee in agreeing upon the form of an antitrust amendment but all the probabilities point to the incorporation in-corporation of the Pettus proposition I directed specifically at the Sugar rust i I and of very little more It Is expected j that the reciprocity amendment will 1 I be all ready for presentation by next Tuesday The present indications are that it will make provision for negotiating I negotiat-ing a reciprocity treaty but that there will be a requirement that they shall be submitted to the senate The necessity neces-sity for subserving the revenues will I render it Impossible that provision i should be made for the free admission I of dutiable articles under reciprocal agreements but that a maximum percentage II per-centage for remission will be specified The rate of remission most favorably considered now Is 20 per cent There will probably be objection to the retention of the house provisions for the continuance of the Hawaiian reciprocity agreement on sugar but I the finance committee will favor such an arrangement and the probabilities are that the Republicans will support I it solidly pending action upon the annexation an-nexation treaty The action of the committee in withdrawing with-drawing its amendments to the sugar schedule probably would have the effect ef-fect of leaving the provisions in force without further effort to that end but there is no probability that some one V V V VV i will not offer amendments that will I open up the entire question The question of the duty on tea is again rcceivnc the attention of the I commiaee This was practically abandoned aban-doned at one time but since it has been found necessary to let the beer tax I go and to forego the tax on checks It I is thought that the tea duty may be I necessary to bring the revenue up to I the requisite point The inclinations of the committee are still against the tax and If kept In it will only be on account ac-count of the necesst for I necessty so doing The committee is non having a comouta tion made that wlll determine this matter The expectation is that the bill will not be lonr in conference The prospective pros-pective house conferees have been in touch with the senate managers from the beginning of the consideration of the bill in the senate and have already al-ready it is stated practically concurred con-curred in many of the changes which have been made Both the senate and house managers will agree upon the necessity for as early an agreement as possible I Senator Aldrich expected to return in time to act with the senators in the conference day He is looked for on Sun J I r st 4r < |
