The most important phase of the planning program is the citizen participation phase which is designed to stimulate discussion and opinions from those living within the city, from which public policy recommendations recommenda-tions can be derived. APPROXIMATELY 12S residents were in attendance. The meeting was conducted by Lincoln Haacke, member of the planning commission. Jared Campbell, Woods Cross city planner gave a brief description of what a comprehensive plan entails, followed by a slide presentation presenta-tion of citizen involvement groups in other communities and explained what citizens can do to assist with the Master Plan. Woods Cross city comprehensive plan includes research and analysis of the history of the city, physical factors, populations estimates and projections, land use survey, analysis and holding capacity, review of public facilities and utilities, review of parks and recreation, review of tax base, commercial commer-cial potential, general fund and traffic circulation analysis. FOLLOWING an explanation explana-tion of this plan, the residents chose one of four sub-committees to serve on. In each section, a committee chairman chair-man was chosen to lead the group and prepare a written statement of the findings and present such findings to the city council in early April. Marsha Roth was chosen to lead the public facilities committee; Kent Noble, elected to head the industrial and commercial development areas; Paul DeHaan will lead the findings of the transportation transpor-tation committee; while Juan Allred will spur the residential residen-tial reports. IT WAS noted that the last Master Plan completed for the city in 1970 did not keep up with the growing demands of the city at present. The population as of January 1978 is approximately 4,500. Since 1970 the population of Woods Cross has grown at an annual rate of four percent. From 1971 to 1977, 256 permits per-mits for new dwellings have been issued. At the present rate by 1993, the projected population of the city will be 8,050. WITH the constant growing population come needs for services and planning. Tax base and revenues for the city is favorable in the distribution distribu-tion of its assessed valuation in comparison to other Davis County Communities. Only North Salt Lake has a higher proportion of commercial com-mercial and industrial property value in the South Davis area. Woods Cross receives twice as much revenue from sales tax than from property tax. THE REASON for this is substantial commercial development east of the freeway and the relatively low property tax mill levy. Woods Cross residents pay an 8 mill levy.
