Show Study Says Volunteer Army Unsuccessful After a two-year study, a special federal commission has reported the nation's effort ef-fort to achieve a satisfactory all-volunteer military force has not succeeded. THE commission recommended recom-mended standby draft machinary be reactivated and that the former practice of registering the nation's youth be resumed. It also warned that today's military retirement system allow.ng those with twenty years' service to retire on generous terms was unrealistic. unrealis-tic. WITHOUT now going quite so far, the commission's recommendations make it clearer than ever the nation can't afford, or rely upon, its N present defense system. Apparently because of the unpopularity of the Vietnam war, and resulting disenchantment with the draft, the commission avoids recommending a resumption of obligatory service for the nation's youth. THAT is, however, the nation's na-tion's only chance to stay abreast of Russia in the arms race. And young Americans, if the facts are explained to them, would respond and serve in one capacity or another-to preserve the freedoms we in this country have enjoyed for two hundred years. Nothing less will preserve them. |
