A telegram from.Uiien.C8 Ayres, to .the effect that Chili was about ro declare war against Bolivia for recognizing the belligerency of the insurgent- party iji Chili, is re-yarded re-yarded as authentic by well-informed persons in New York. Consiil-General of Chili, F. A. Belleu, when asked today to-day what is thought of tne probability of a w ar with Bolivia, said: "I do not think that war has been declared. de-clared. If it had, I would know, ve ry probably; still, I admit that Chili w ill proceed against Bolivia a little later. Just now she is not in a fit condition to war with Bolivia. The majority of the navy is in the hands of the insurgents, and'Chili could not reach Bed, via overland over-land because of the great deserts and mountains. As second President, Bai-maceda Bai-maceda gets his new ships, something will be done, I think." Elcher Obarrios, Consul-General of Bolivia, thought as Mr. Bellen did: "Chdi has long had a desire for the rich country on t he western edge of Bolivia," Bo-livia," said he. "There is untold wealth in the shape of guano, bitroques. etc. in the vicinity of the desert, De la Afa- j cama, the Deserto de la Nevada- and I the mountain ranges, wher silver mines are. Bolivia now has no seaboards, sea-boards, all of hr ports having been ceded to Chili, after the last war. from Aiieadown. Accsdintr to our treaty, Bolivia receives one-half of the duth's collected by the two countries and it was to insure them that the belligerency of the insurgents w as recognized. Bolivia Bo-livia distinctly stated in giving thut recognition thai she still re-cognized the insurgents whose navy commands most of the seaports " 'Is Bolivia in shape to go to war?" I "Well, hardly. Her army cousiMsj of about 2,000 men, but she has no llet Previous to the last war she kept a standing army of about -4,001). 1 have' no doubt but that Clrli will sooner or I later declare war. Bolivia, though. ! w ill do all she can to avert one " The most significant feature of j this is the emphatic denial which it : gives to the recently published vt. it! nient that the insurgents had no navy, j 1 and were only aide to inaint -in the rev'o- ; I lution because of the distance from .'.- maceda's troops. |
