The career ladder plan started, five years ago. It is a state program to encourage teachers to improve their teaching skills and to develop better instructional programs and methods. The rewards are extra earnings.' V. Each district in the state develops their own career ladder plan according accor-ding to guidelines set by the State Department of Education. All plans have to be approved by the Office of Education.
