Another resolution said that the governments gov-ernments of the allied nations should Forthwith proceed to prepare a scheme for the establishment after the war of machinery designed to secure and develop a "Society of Nations' as a proper means for attaining a durable peace. It was stated by the committee that the losses of mercantile tonnage due to BUbmaHlM warfare should he made good so far as poaslhlft by the transfer of enemy tonnage. The committee also urged upon the governments the necessity of constituting an interallied independent air force for the purpose of overcoming if need be the last resistance of the enemy by a campaign of raids over his territory.
