Show MUST ATTEND TO BUSINESS Orders to Civil Service Clerks Who Are In Postoffices Washington June 3To meet a condition condi-tion which has been found to exist In many of the larger iiohtottlces of the country coun-try where clerks in the oltice are members or officers of cull service boards Acting Postmaster General Heath has issued an order defining tno duties of such clerks which are as follows Clerks In postoflices are hereby notified that an appointment as secretary or as a member of the civil service board does not In any way affect their relations to the postmaster ihey are still subordinate to the postmaster and must not absent themselves them-selves from their duties as postollice clerks to attend meetings of the board or to transact the business of the civil service ser-vice commission without specific authority from him Postmasters will allow clerks who are members of the local board of civil service ser-vice examiners ample time to attend to their duties as members of such boards during the regular office hours upon proper prop-er nOtiCe and appncaon ana win in every way facilitate the work of the civil service ser-vice commission While members of civil service boards In the performance of their auties as such are unucr the Direction of the civil service it Is the duty of postmasters to see that their subordinates render faithful and efii cleat servicQ to the government and that the pretext of performing service for the civil service Is not made an acceptable excuse ex-cuse for neglecting their duties as post othce clerks In most of the large cities the postoflices furnish the secretary of the civil service board of the city and notwithstanding these clerks are on the postoflice payroll complaint is made that they often assume that they are responsible to the civil serf vice authorities only The order Issued today Is intended to define de-fine the status of such employees This was a condition such as described which existed in the postofttce at Philadelphia |
