The Secretary of the Department of Agriculture answered this question thusly: "By the most conservative estimate, more than a billion dollars. Part of the cost consists of damage to reservoirs, streams, harbors, irrigation ditches; part to damage of drainage and flood losses; part to damage of railways and highways; and part to lowered crop yields.
