SECTION 15 A. BACKGROUND WHEREAS the City is the owner of various streets and rights-of-wa- y within the City and, WHEREAS the construction of water, sewer, telephone and power lines and similar conduits and facilities frequently results in the disruption of service already in place and, WHEREAS the City Council is desirous of regulating use and construction of facilities and systems on said city owned righls-of-wa- NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PLEASANT GROVE, UTAH, B.
