Stalling On Auto Regs By Edwin Feulner Heritage Foundation When "Engine Charlie" Wilson, of General Motors, told the Senate in 1953 that whatever is good for General Motors is good for the country, he certainly had no idea that less than 30 years later public policy debate would be revolving around a similar corollary whatever is bad for General Motors is bad for the country. Like the other major U.S. automakers General Motors has reported staggering losses for the second quarter of 1980. GM lost $412 million. Ford lost $468 million. Chrysler $536.1 million, and American Motors reported losses of $85 million. This is bad news, not only for the automakers and their stockholders, but for millions of other Americans, because directly or indirectly, one out of seven jobs in this country is tied to the auto industry. In opposing the Chrysler loan guarantee last year, we pointed out that much of Chrysler's trouble was due to its own inability to read the market. At a time when the American buying public was scrambling to buy up anything on four wheels that would get per gallon, Chrysler was still producing too many full-size- gas guzzlers. Belatedly, their dashing new are coming on line. That is the extent to which government regulation is the villian in the auto industry's trouble. To get to the bottom of this critical aspect of the story, new York Congressman Jerry Solomon proposed an amendment to the legislation creating the Chrysler Loan Guarantee Board, enpowering the board to require the Secretary of Transportation to submit to Congress a report on the effect of government regulation on the industry. The amendment was approved unanimously, and the bill signed into law on January 7. As of July 31, the Secretary of the Treasury who serves as chairman of the Chrysler loan board still had not asked the Transportation Department to conduct its study apparently feeling such a study isn't worthwhile. A strange feeling, when Environmental Protection Agency Administrator Douglas Costle is telling the world ("Meet the press," July 6) that the auto in-dustry "will have to spend on the order of $60 billion" in order to make itself competitive again - and "of that $60 billion, roughly 20 percent is for (government) regulation." As I mentioned earlier, we argue this case with mixed emotions, because just as the government is to blame, the automakers must bear much of the responsibility. Not only did they misjudge the market and dismiss the Datsuns and Toyotas of the world as a nuisance, they also failed to fight the good fight against excessive government. Like most giant cor-porations, the automakers probably felt they would be able to pass along the costs of government regulation to the public.
