"There are methods of evaluating eval-uating whether a development is going to be an asset or a liability to the community. We need to ask whether a development will cost the county, or strengthen its economic base. Also, there are socio-economic costs such as projects which, when completed, will require a number of low-wage employees, but which do not provide living space for them. If this continues, housing pressures not only force up costs so that ment residents are forced to leave the area, but eventually, the taxpayers may be in a position of having to subsidize low-cost housing. This should not occur, as again, those costs can be assessed in advance, and a developer might, for example, be required to incorporate a certain number of loweost units into his development." Decker went on to say.
