According to ' Senator Frank Moss. "The bill is a victory for Utah and other western states that have long suffered a tax inequity because of the large amount of federally-owned land within their borders." The proposed Budget Procedures Ceiling Act has a provision requiring phasing out of local funds used in state and local governments.
